“Strengthening Institutions” country partners convene in Prague to present research on public expenditure accountability

As part of efforts to build international benchmarks for the quality of public spending and promote informed decisions on resource allocations in developing countries, the Transparency and Accountability Program (TAP) and Global Development Network co-hosted the first peer review workshop for the Strengthening Institutions program in Prague on January 13th-15th.

Joint Learning Workshop: Moving Toward Universal Health Coverage

As a first step toward the development of an ongoing, multi-country cross-learning platform, several countries and their development partners convened a joint learning workshop in Delhi, India in February 2010. The workshop brought together practitioners from six countries to share learning around the successes and problem-solve around the challenges of implementing demand-side health financing reforms to expand health coverage.

Over the past decade, a number of national or state-level reforms have been implemented by governments that are committed to expanding health coverage through “demand-side” (third-party) financing models, to reach the poorest and informal sectors of their populations.  These reforms are ambitious in their goals, but challenging to implement successfully.  Many organizations and initiatives currently provide helpful policy assistance for and generate valuable information on these new and innovative reforms.

TAP hosts launch workshops in New Delhi and Kampala for its newest grantees

R4D’s Transparency and Accountability Program, led by project coordinator Courtney Tolmie, visited New Delhi on July 21, 2009 and Kampala on July 29, 2009 to bring together its grantees from its latest grant round. Tolmie, assisted by program associate Courtney Heck, facilitated 3-day launch workshops in which grantees received technical training from experts on public expenditure tracking methodologies, discussed program goals, and met fellow participants.

This report describes 33 innovative pro-poor healthcare financing and delivery programs in South Asia and Sub-Saharan Africa that are led by or engage the private heath sector.

The report describes 33 innovative pro-poor healthcare financing and delivery programs in South Asia and Sub-Saharan Africa that are led by or engage the private heath sector. The programs were selected based on their relevance to broader health systems and potential to achieve positive impact for poor people. While these programs range from donor-driven initiatives to large-scale government-subsidized efforts to for-profit businesses, they all involve the private health sector.

The Quest for Transparency and Accountability in Governance in India: An Introspection

Recently there has been a surge of activity among Civil Society Organizations in India.  This paper analyzes this development, including impact, shortcomings and challenges Indian organizations face in the years to come.

In India, a country that ranks low on the Transparency International Index and is known for high levels of corruption, there has been a recent surge of activity from Civil Society Organizations leading to a new consciousness among citizens about their role in a democracy. This paper analyzes this development in civil society, the impact it has had, what can be learned from this experience, the shortcomings to such work and the challenges facing Indian groups as they look forward to the next ten years.

Strengthening Institutions to Improve Public Expenditure Accountability

The Strengthening Institutions Program, a joint program of the Global Development Network and R4D, aims to strengthen policy debates around public expenditure issues in developing countries by providing support to emerging think tanks to conduct analyses of spending in the health, education, and water sectors.

Funded by the Department for International Development (DFID), UK through its Governance and Transparency Fund, the Strengthening Institutions program is a joint effort of the Global Development Network and the Results for Development Institute.  The program aims to strengthen the analytical underpinnings of the policy debates around public expenditure priorities in developing countries by providing technical and financial support to fifteen emerging think tanks worldwide to conduct analyses of spending in the health, education, and water sectors.

The Transparency and Accountability Program (TAP) strengthens the capacity of independent monitoring organizations (IMOs) in developing countries to promote improvements in social sector public spending and better hold their governments accountable for expenditure decisions and actions.

The Transparency and Accountability Program (TAP) strengthens the capacity of independent monitoring organizations (IMOs) in low- and middle-income countries to promote improvements in social sector public spending and better hold their governments accountable for expenditure decisions and actions. The core of TAP is a competitive small grants program that enables participating IMOs to complete original analytical and advocacy work on a specific topic in public expenditures in their country.

Ministerial Leadership Initiative for Global Health

The Ministerial Leadership Initiative for Global Health (MLI) brings together expertise in leadership development and specialized technical areas needed to design and successfully make and implement health sector policy. As a technical partner in MLI, R4D is providing technical assistance focused on improvements in equitable financing and donor harmonization in Ethiopia, Mali, Nepal, Senegal, and Sierra Leone.
