Innovative Financing for Global Health R&D

R4D is identifying innovative approaches to financing global health R&D that reduce barriers and risk in the development of new health technologies. New and improved products are needed to reduce the burden of disease, but creating these products requires difficult long-term scientific efforts, with uncertain return on investment.

New and improved vaccines and drugs are urgently needed to reduce the burden of suffering and loss from diseases such as AIDS, tuberculosis, and malaria in developing countries. But creating these new health products requires extremely difficult long-term scientific efforts, and the markets for these kinds of life-saving vaccines and drugs are both uncertain and may not be very lucrative. Because of these barriers and risks, many scientific organizations and biopharmaceutical companies shy away from investing in these areas.

R4D’s Affinity MacroFinance receives top honors at international finance competition

An initiative co-sponsored by the Results for Development Institute (R4D) and the Corporación Andina de Fomento (CAF) has won top honors at the Marketplace on Innovative Financial Solutions for Development, a competition hosted by the Agence Française de Développement (AFD), the Bill and Melinda Gates Foundation, and the World Bank.

Impact on the Global Financial and Economic Crisis on the AIDS Response

Critical Choices In Financing: The Response To The Global HIV/AIDS Pandemic

This paper examines potential long-term costs and financing options for the global AIDS response under four different scenarios and provides policy recommendations based on projected epidemiological and financial impacts.

This paper was published as part of the November/December 2009 edition of Health Affairs, a special issue focusing on the global response to the HIV/AIDS pandemic. The paper presents the findings of the aids2031 Costs and Financing Working Group, and addresses the following key questions:

R4D receives joint Gates-Rockefeller grant to identify innovative private health initiatives in the developing world

Through the launch of its Center for Health Market Innovations (CHMI), R4D will collaborate with a network of in-country partners to identify and evaluate innovative programs that improve the quality and affordability of private health care in the developing world.

GAVI Alliance Board Paper on Prioritization Principles

Given finite donor funding and the likelihood of future scarcity, the GAVI Alliance requested an analysis of possible parameters to allow for effective and fair allocation and prioritization of resources. In a paper presented to the Board in November 2009, a set of principles to help guide this tough decision-making process was proposed.

Nina Schwalbe, Managing Director Policy and Performance, presented to the GAVI Alliance Board a proposed set of principles to guide the Board’s prioritization decisions, in an effort to best make use of scarce resources. The proposal focused on numerous potential parameters, including first and foremost honoring current commitments, considering a narrower focus on targeted vaccines, and establishing criteria to regulate funding decisions on new program applications.

GAVI Alliance Board Paper on Graduation Policy

As part of the Board's request to study and revise its existing eligibility criteria, certain countries currently receiving GAVI aid are expected to become ineligible. For this reason, proper and fair graduation procedures need to be established to ensure a smooth and sustainable transition to self-financing.

Sissel Hodne Steen, Chair of the Programme and Policy Committee (PPC) and Gian Gandhi, Senior Manager-Policy, Policy and Performance team presented to the Board new graduation procedures. GAVI Alliance Board Paper on Eligibility Policy

The GAVI Alliance Board requested its country eligibility policy be reviewed and revised during 2009. The results of the study can be found in this paper.

Since GAVI’s launch, all countries with less than or equal to US$1,000 Gross National Income (GNI) per capita in 2003 have been considered eligible. The Board requested the eligibility policy be reviewed and revised during 2009. Sissel Hodne Steen, Chair of the Programme and Policy Committee (PPC) and Gian Gandhi, Senior Manager-Policy, Policy and Performance team presented the study team's recommendations to the Board at the annual retreat in November 2009.
