Helen Saxenian

Project Director

Helen Saxenian is currently working as a senior consultant at R4D and is the Project Coordinator for the Review of GAVI Alliance Eligibility Policies project. 

Ms. Saxenian worked for eighteen years in the World Bank, in both technical and managerial capacities, primarily in the health sector.  Her work in recent years has focused on vaccine finance issues.  She has also worked on broad health sector reform, HIV/AIDS, health insurance reform, provider reimbursement, human resources for health, health public expenditure reviews, pharmaceutical policies, new drug and vaccine development, and women’s reproductive health.  She is the author of many World Bank sector and policy reports, and external publications. 

Ms. Saxenian has a PhD in applied economics from Stanford University, and a B.A. in economics from U.C. Berkeley.

At its annual board meeting in Vietnam, the Global Alliance for Vaccines and Immunization (GAVI) adopted a set of new policies that will determine which countries will be eligible for future financing, based on a set of studies carried out by R4D at GAVI’s request over much of 2009.

As part of the Board's request to study and revise its existing eligibility criteria, certain countries currently receiving GAVI aid are expected to become ineligible. For this reason, proper and fair graduation procedures need to be established to ensure a smooth and sustainable transition to self-financing.
